search fails when no groups

all students in school, but no groups created, can't select grade or search

This is working for me in development on my local machine. I'll try to recreate the problem again later.

- Milestone changed from “Barely usable system on demo server” to “Integrated Multidistrict support”
Try again with all students in district, but no groups.
