Test rjs for form edit

Fake the calls in cucumber when changing the progress monitor and resetting it. Or make it work with javascript off. <% elsif @recommended_monitors.size == 1 && !@intervention_probe_assignment.blank?%> in app/views/_assign_progress monitor fails when stuff after && removed, and this isn't covered by tests.
(editing an intervention with recommended monitors available, but none selected.) We need to test other scenarios too.
