Deep copy of dpi goals, objectives, etc for districts

Prior to completion setup ticket to create interface for this task, and modify to handle updates.

(refer to intervention_sharing_notes which may be uploaded at a later time.)

Need to include acts_as_paranoid, and copied_at, copied_from.
