Existing students (by id_state)

In the student builder:
For new students. When entering an id_state, do an onblur lookup to
see if there's a match.
If there is a match
To an unassigned student, then populate the other fields. To a
student in another district, then popup an alert that the student
is still associated with XXX District
If there is no match, then do nothing.
In the bulk import, parallel functionality is needed.
Reject students with id_states belonging to other districts, and
update the district_id (and other presented info) for students that
are in the system but unassigned.

Focusing on student builder first.
on new and edit validation for id_state uniqueness or nil
update existing student if district_id is nil prevent stealing of student if id_state matches. (show district that student is assigned.)
onblur stuff for new lookup id, offer option to edit student if it matches show popup if mismatch with student's district
onblur stuff for edit not necessary, validation will catch it. -
