Existing students (by id_state) for bulk import

In the bulk import, parallel functionality is needed.
Reject students with id_states belonging to other districts, and
update the district_id (and other presented info) for students that
are in the system but unassigned.

Student exists in district. UPDATE student exists in other district REJECT with message student does not exist CREATE student exists in nil district CLAIM AND UPDATE
