Allow users to add custom progress monitor when editing a custom intervention

a.When a custom intervention is created without a progress monitor, I need to be able to add a custom progress monitor in the edit mode. Right now, I can only select a progress monitor that is assigned to the cluster. For now, the custom progress monitor option should only be available when editing the custom intervention.
