Intervention creation fails when a participant isn't valid

Recent rhinelander errors, username was duplicated in the district. Whenever an intervention was created using that user as a participant, it failed and resulted in an error.
Need to remove duplicate usernames and adjsut the validation as this shouldn't cause intervention creation failure.

Turns out any invalid intervention would throw an error when there are participants added. It also occurs during spellcheck, this is fixed, but needs tests. Validation errors should not raise exceptions.
