Intervention Builder position not working as expected

It seems to be ignoring the scope on creation.

in app/models/intervention_definition.rb
acts_as_list :scope => 'intervention_cluster_id' doesn't work, it needs to be a symbol or it is basically ignored
Set it to a symbol, renumbered the positions on the demo and production servers.
