Principals (special user groups) require district_id on the special_user_group

If a school admin assigns someone as a principal, the special_user_group needs the district_id to be populated. The district_id needs to be present for the student.principals method to work.

Special User Group assignment by school admin
existing special user groups on demo and production (done)
