Allow read only view of student overall report for prior students

If a student moves to a different district and I want to see down the line what I might of done for that student, can I see old history, at least until the date they left our district.

I think this one will need some discussion. Once a student leaves the district, they're not accessible (and if they were then there would be no way to choose them.) I think we could create a "search for student previously in district" section of SIMS where you could put in their name and the year they left the district and get a list of students where you could view a version of the overall student report that was limited to events that occurred prior to their leaving.
The first part is #365.
For the second part, we'd need to determine what the old district could see. I suspect everything but the profile summary and extended profile sections, up to the time the student left the district.
