csv filename suffixes to append instead of overwrite

upload files, overite or append suffix, (default is override) or
any suffix?
then you can call them whatever you want, use hyphen for suffix!
Anything with a suffix will append! Beautiful, then they don't have
to combine.
need some way to release students... maybe students-remove
This needs to be thought out more.

Discussed this at meeting, lukewarm support for it. I should introduce this on one or two files to start where it makes sense. I still need to figure out a solution for deleting records.
