there's no typecase to boolean when doing a select

- State changed from “new” to “needs_tests”
(from [f4e619ab9e288a96dc7de5a2f9967759dce66991]) [#570 state:needs_tests] all students were showing up on index page as esl and special ed, no tests caught this. my caching improvement for the index page did not typecase mysql 0 and 1 into booleans, instead they were strings https://github.com/vegantech/sims/commit/f4e619ab9e288a96dc7de5a2f9...
