Way to archive old data like test scores?

Future ticket get rid of duplicates. ext_test_scores, way to archive??? Depends on appending.
I'm not quite sure I followed this. I think the idea was to prune old data eventually so that there is longitudinal data. (one per year going back, then more frequent examples recently.)
I don't think I can act on this until appending is done.
