  1. If user has all_students in school access, then s/he obviously has school access.
     
  2. When school access is removed by district admin, special user groups for that school should also be removed. (after destroy?)
     
  3. Automatic access to a school if they are in a group? This needs discussion.

  Addition
  1. Do a one off of assigning schools to those with all students in school
  2. Add a step to the all_students_in_schools.csv processing to repeat step 1 for the district
