admin district has slug admin can manipulate other districts for state statewide set of goals, objectives etc
admin.admin (admin state, admin district) can manipulate other states countrywide set of goals, objectives, checklists, etc
admin.admin.admin (admin country, admin state, admin district) can manipulate countries systemwide set of goals, objectives, etc
district state and country should have admin flags, and the flag should be unique.
