Rethink staff_assignments

Once this is uploaded, it prevents manually adding of teachers. They'll never show up in the dropdowns. This should at the very least be more obvious and better documented.
A staff assignments section on the user admin screen with School X delete, add new would be fine, and some message if it is blank. (Only if there are any present)

There should be a flash notice when removing the last staff_assignment for a district.
