Edit Intervention Comment does not work in IE

Reported by user, not sure about version of IE, this should be a selenium test and then an ie test... good way to segue into that. (I should push out a fix first, but can note the failure and use that as a test case.)

It works in ie9
In ie6
editing comment
clicking on edit causes section to disappear, no js error
[editing team note does work though]I need to make a selenium test for this.
