district abbrev is case sensitive

I wasn't able to login to a district by subdomain when it was lowercase in the url (which the browser adjusts by default!) This needs to be fixed!

There are currently six districts with uppercase abbreviations.

- State changed from “resolved” to “needs_tests”
two districts had duplicate abbreviations. I changed the one that doesn't use sims.
