Figure out if districts need to change their google apps config

Districts may need to enable oauth somehow for it to work.
Noticed this with rhinelander and the existing openid. I'm not sure if there is a way to add openid.
If authorizing oauth in each district domain is needed, contact them and let them know.

Can't add districts to openid anymore (rhinelander will have to wait for oauth.)
