Chrome help popup for select boxes is obtrusive

Reported by shawn (at vegantech) | April 15th, 2015 @ 07:13 PM | in Rails 4 PreUpgrade

It's supposed to be a helpful reminder, but it doesn't turn off. Insert a help ? after the select instead.
