
Allow districts to choose single or multiple implementers per intervention

MMSD currently has only 1 implementer per intervention, but this was arbitrary. It's also cumbersome when the author/implementer no longer has access to the student, and the intervention becomes orphaned.
Districts may want multiple people to be responsible for an intervention and to be able to edit it or delete it.
Currently sims-open supports any number of implementers or participants.
