Move temporary pilot to pilot server

- Obtain SSL Cert.
- Get apache running with cert and record in /etc/hosts
- setup simspilot.vegantech.com dns A record
- deploy
- script for dump and restore tables to other pilot server when ready
- way to forward address to new domain when ready
- change system, country, state admin. Remove test district
- install mmsd data to state district
X. Document what I do so I can redo it. XI. make videos for installing new district XII. " school, student, user, groups

removed test district
- Import Districts done
- Import Schools
- Send out directions for populating each district in the pilot with
