hide currently unassigned progress monitors

Move these to another district in sims-open and simspilot. They will likely be removed, once someone from MMSD reviews them. For now they shouldn't be available to users. This is just system/db maintenance, nothing will be committed for this ticket.

Complete on simspilot and sims-open (and thus sims-wip)

still need to address invalid ones, and ones with recommended monitors but no corresponding intervention definition
