When removing a tier, if it's in use, show another confirmation form listing what will be changed (summary count)
Remove Tier 1, everything gets set to the new tier 1 (formerly tier 2)
Remove Tier n (highest), everything gets set to n-1
Remove i (between 1 and n) everything gets set to the new i (same case as 1) -
