- State changed from “new” to “resolved”
turns out there were recommended monitors without probe_definition_ids. I just cleared them out in dev, the demo server, and production, they probably occurred during the transfer of mmsd data to the statewide server, or were prior to adding dependent => destroy on the intervention_definition and probe definition models.
