Change heading of Assign New Intervention to Create Custom

When you click Create New Intervention, the next screen is
titled, “Assign New Intervention” instead of
“Create Custom Intervention”.
That’s because SIMS essentially goes to the assign new
intervention screen. Shawn, can this easily be re-named? If not,
put it on the enhancement list.
