-use a button, not an additional select choice. -allow setting title, description -use an additional partial if they chose custom -anyone who can create an intervention can create a custom one (no new right is required.) -each drop down is a controller. ?Perhaps I'll pass an additional custom flag?

Assuming itnerventions currently work correctly and we're going to piggyback on that
Goal is to be able to create custom interventions
User clicks on new custom intervention link on student profile User chooses goal, objective, cluster same as interventiona
User fills in intervention information with additional title and anything else that isn't already there or derivable Intervention definition gets created along with intervention using data from intervention and custom flag (intervention, description, title, tier) [user,school, disabled=false]
Back to student profile screen
User is able to see the custom intervention when they choose a new intervention

- State changed from “new” to “resolved”
(from [33f34fa73ea731990c4ec0507053e7a8ce89a095]) Ability to create custom interventions and then use them later [#43 state:resolved] will cover more unit tests when we work on that ticket
